Mayor Allen Brown and the Texarkana Arkansas City Board of Directors formally recognized three officers last night for 20 years of service to the city. Corporal Claudia Phelps, Officer Steve Mitchell, and Corporal Les Munn, were thanked at the April 3rd board meeting for their years of work to the city.
